Mr. Teng admitted that there were several things in the manuscript Regulations which we could object to reasonably. These he was endeavouring to remove. He was also trying to simplify them and reduce the bulk; but in any case, he thought they would be found that they were not illiberal or impracticable as compared with the Mining Regulations of other countries. Of course, if they conflicted with the provisions (he was referring to my remarks on extra-territorial jurisdiction),

Though he agreed that it would take a technical expert some days to examine the manuscripts closely, it was evident that he was not to be induced to let me take a copy, and I concluded our conversation by remarking that if in his revision he would bear in mind Articles IX of our Commercial Treaty of 1902 and VII of the American Treaty of 1903, and take care to prevent any invasion of the jurisdiction exercised by foreign authorities over foreigners and their property in China, he would go far to produce satisfactory Regulations.
